Sign of someone's wasted time

This sign at the Valley park upper entrance doesn't seem to have resonated with someone.

It's one of those asking that certain times be reserved for older and vulnerable people, erected by Kilcullen Community Action in cooperation with Kildare County Council as part of the fight against spread of coronavirus.

Likely not the action of a cocooner ...
