Another puzzle from 'the factory'

An apparent anomaly in a letter from Kildare County Council to Kilcullen resident Ray Kelly raises questions about how the council handles its planning enforcement.

The letter, from Senior Executive Officer George Perry, was in response to a query made by Mr Kelly on 6 November 2004 relating to what he believed was 'unauthorised development' at the Hill Crest development across from where he lives.

The response, which came only last week, was dated 27 October 2005, and says that an Enforcement Notice instructing the developer to cease all work on the contentious area had been issued on '27 July 2005'.

Mr Perry enclosed a copy of that Enforcement Notice with his letter to Mr Kelly, but this indicates that the Notice was only signed by Mr Perry on 21 October 2005.

Ray Kelly is puzzled as to how the Notice could have been sent to the developer in July when it was only signed in late October?

So is the Diary. And prompts the Editor to recall a conversation with the late Pat Dunlea in which he described KCC's HQ at St Mary's as 'The Puzzle Factory'.
